The benefit to have negotiated translation rights with a publisher in a foreign country is that the foreign publisher will be motivated to protect their investment in the title and will likely pursue legal action against the offender, with the added benefit of being able to do so within that country's legal system. Given the intricacies of copyright law between countries, I'd suggest that you contact an experienced intellectual property attorney if you want to pursue the matter. Additionally, don't send out PDFs of your manuscript to interested overseas entities. Send a hard copy only after researching the company to ensure they are legitimate. Good luck! Pam,

A literary agency in Korea just wrote and asked for translation rights, and for a copy of my first book, which was by a small publisher. It sounds like just fishing...Do they just write to 1000 authors and try to get rights?? -and then I read that Korea specializes in book rental stalls, not bookstores, so no one buys books... It's confusing. And I remember someone saying that countries only pay $200 or $300 for rights to a book - almost a waste of time. I'm a cartoonist, so not much time spent translating by them...
